Forward: Notice on Issuing the List of Maximum Subsidies from Central Government Funds for General-Purpose Agricultural Machinery in China from 2024 to 2026

To the Departments of Agriculture and Rural Affairs (Agriculture and Animal Husbandry), Finance Departments (Bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities with independent planning status, the Department of Agriculture and Rural Affairs and Finance Bureau of Xinjiang Production and Construction Corps, Beidahuang Farmland Reclamation Group Co., Ltd., Guangdong Provincial Farmland Reclamation Bureau:


In accordance with the requirements of the Notice of the General Office of the Ministry of Agriculture and Rural Affairs and the General Office of the Ministry of Finance on Issuing the Implementation Opinions on the Purchase and Application Subsidy of Agricultural Machinery from 2024 to 2026 (No. 3 of the Agricultural Office of Machinery [2024]), the Ministry of Agriculture and Rural Affairs and the Ministry of Finance have organized the formulation of the List of the Maximum Subsidies of Central Government Funds for General-purpose Agricultural Machinery from 2024 to 2026 (see Annex 1, hereinafter referred to as the List), which is hereby issued and the relevant matters are notified as follows.


Each province (including provinces, autonomous regions, municipalities directly under the Central Government and cities with independent planning status, Xinjiang Production and Construction Corps, Beidahuang Farmland Group Co., Ltd., Guangdong Farmland Reclamation Bureau) can select the grades that are urgently needed and popular in the province's agricultural production from the "List" for subsidies. In principle, the basic configuration and parameter requirements of the relevant grades in the "List" should be adopted. On this basis, each province can optimize the grades by adding basic configuration and parameter requirements, but may not adjust the grades in other ways. If necessary, each province needs to fully communicate with the Ministry of Agriculture and Rural Affairs and the Ministry of Finance and reach a consensus, and then add new grades to the general machinery and equipment items for subsidies.


Each province may select no more than 10 items and no more than 20 grades of products to increase the subsidy amount (including new energy agricultural machinery) around the large-scale yield increase of major crops such as grain and oil, the reduction of losses in mechanized harvesting, the urgent need for agricultural production in hilly and mountainous areas, the short board of agricultural machinery equipment, the urgent need for the development of other agricultural fields, and the promotion and application of agricultural machinery related to the implementation of major national strategies. The general-purpose items and machinery involved may be higher than the maximum subsidy amount of central fiscal funds, and the range is controlled within 20% of the maximum subsidy amount. For other general-purpose machinery items other than the above-mentioned items, the subsidy amount of their corresponding grades shall not exceed the maximum subsidy amount of the corresponding grades in the "List".


Each province shall establish a list of machinery with obviously excessive inventory, relatively backward technology, not in line with local actual application conditions, many problems reported by the masses, and poor actual performance, and deal with them by reducing the subsidy standard, declining or withdrawing from the subsidy scope. Machinery that are not covered by the existing grades in the "List" shall be managed as non-general machinery. Provinces with similar or identical agricultural production types in the Northeast, Huanghuaihai, middle and lower reaches of the Yangtze River, Southwest, Northwest, and South China should adhere to the principle of regional integration and jointly study and formulate a list of recommended maximum subsidies for non-general agricultural machinery in the region to prevent excessive differences in subsidies for similar and same-grade products in provinces within the region.


All provinces should strictly follow the procedures of expert calculation, collective deliberation, publicity, and release in accordance with the provisions of the "Implementation Opinions on the Purchase and Application of Agricultural Machinery from 2024 to 2026" and the requirements of this notice, and speed up the formulation and publication of the list of subsidies for agricultural machinery purchase and application subsidies in the province (see Appendix 2 for the format).
